| Eligibility | Free library cards are available to residents of the City of London, Middlesex, Oxford and Elgin Counties (excluding the towns of Woodstock and Tillsonburg)under reciprocal borrowing agreements. Residents of these counties must present proper address identification and a current County, Strathroy or St. Thomas library card. UWO and Fanshawe students who live in London or the reciprocal counties are eligible for a free card. | |||
